where the numbers come from
Every data point in every UK scorecard must trace to one of these sources. No estimates without provenance. No figures from secondary media reporting.

first wave
Priority areas chosen by: fiscal scale, data availability, benchmarkability, and probability that identified savings are actionable. Scorecards are not published until data pipelines are live and methodology peer-reviewed.
Energy levies on household bills
The UK embeds policy costs (renewables obligation, FiT, capacity market, warm home discount) directly into energy bills rather than general taxation. This scorecard will measure the fiscal scale, distributional incidence across income deciles, and compare the approach against Germany, France, and Denmark.
VAT on independent schools
HM Treasury projected revenue from removing the VAT exemption on private school fees. This scorecard will model the fiscal displacement: how many pupils move to state sector, cost to DfE per pupil, teacher supply impact, and OBR's own sensitivity ranges.
Civil service headcount growth
Civil service headcount and real-terms pay cost, 2000–present, against quantified service delivery metrics where available. Productivity per civil servant vs OECD peers. Departmental breakdown. Consultancy substitution effects.
